The traditional extensive economic growth mode brings about serious problem to the resource and environment day by day. To change the status quo, the government, enterprise and research institute both at home and abroad are actively exploring the modes which can coordinate economy and ecology, and the eco-industry parks just the one which fit it. The so-called eco-industrial Park is the one which establish the material, energy recycle industrial chain at the Park, to achieve resource and energy efficient use with the smallest emissions and waste at greatest extent possible. The establishment of eco-industrial Park is of great significance to yet fast economic growth. From 1999 China started pilot work of eco-industrial Park, researching the planning and construction theory and policy support, introducing the domestic and international eco-industrial experience of park building successful. So far, China has been built some parks such as Guigang Sugar Park and Lubei Chemical Park and TEDA etc. The vigorous development of Eco-Industrial Park provides a large amount of evidence and experience for China industrial park reform. In this thesis, from home and abroad, as well as the theory of eco-industrial parks on the basis of practical experience and use of material flow analysis suggest the planning, building and operation concept of eco-industrial Park.This thesis mainly includes the following aspects:(1) First, from the content of this paper, thinking and development mode, the material flow analysis and eco-industrial park's basic theories were reviewed in order to fully understand the material flow analysis methods and eco-industrial park in Contact;(2) Second, in-depth understanding of the material flow analysis method and based on material flow analysis method to find eco-industrial parks in the evaluation and design of the application and with the theory of industrial clusters propose eco-industrial park construction in the basic ideas;(3) Third, take TEDA as an example, through its related industries horizontal contrast, found in TEDA's deficiencies on the building of eco-industrial Park, Combine with the objectives that TEDA will be eco-industrial Park in the future and use the material flow analysis method make the specific analysis and prediction of it, At the same time, in view of the existing by-product and the type and quantity of waste of TEDA, to fill the recent introduction of chain enterprises as well as the relevant recommendations of waste management, And through the analysis and the actual situation of TEDA, give it a long-term construction goal;(4) Finally, base on the theory, the actual situation and the method which this essay uses design the corresponding index, and then use the index evaluates it.
