Through analyzing the benefits which are brought by carrying on interruptible measure, the evaluating models for implementation user benefit, the electrical network enterprise benefit, the electricity generation enterprise benefit and the social benefit are established; Then, in order to achieving the maximum of effective collocation and social welfare under the power market, based on the power supply reliability charge, the price model of interruptible load price is designed; By using mechanism design theory, the game-rule was designed. Thus it provided theory base for inspiriting users participating in interruptible load positively. Following, according to the actual instance of the power market in our country, based on the prompting mechanism of DSM, the prompting mechanism for promoting grid corporation leading interruptible load is put forward.
