The Project Financing Risk Research Of Western Urban Water Supply Project Based On BOT

As China's process of western region urbanization speeding up, urban water consumption is increasingly growing. There are some problems existed in the water supplying project established in project finance such as not identifying risk factors completely and sharing unreasonable risks. This paper tries to resolve the above problems through the research of financing risks in western urban water supply project.This paper first analyzes the status of western urban water supply project and comes to the conclusion that BOT is the relatively suitable financing model for it after comparing some financing models; Secondly, on the basis of doing research on the law structure and capital structure of BOT in western urban water supply project, uses analysis method and selection of experts investigating to identify risk factors and form project financing risk indicators system. Thirdly, establishes a dynamic fuzzy evaluation model, and use multi-level dynamic fuzzy evaluation to analyze the proposed risk indicators system, then uses it in actual cases for examination. Finally, establishes risk-sharing model after analyzing the project financing risk-sharing situation of western urban water supply project and hopes it could be helped in actual operation.From the theoretical level, this paper designs the project financing risk indicators system and establishes dynamic fuzzy evaluation model and financing risk-sharing model considering the characteristics of BOT and the western urban water supply project. From the actual operating level, it tests the rationality of models by using the actual project financing situation of ChengDu Liu Chang B water plant. The promotion of the models can help other western urban water supply project risk management in financing risk reference.
