Study On The Regulation Of IPTV Industry In China

With the development of network technology and digital technology, it comes forth a new type of business—IPTV, it can not only provide fire-new information service, but also make for the development of social informationization,but influenced by policy, business mode, technology standard and so on,IPTV industry has developed in a very low speed in china recently, although government attached importance to reformation of the regulation of IPTV,it was not appropriate and scientific, it is necessary to reform the regulation pf IPTV.By means of theoretical analysis and proof study on IPTV industry, through description of theory of regulation and character of IPTV industry, this paper expatiates elementary theory of regulation of IPTV industry, and explores the necessity of reformation of the regulation of Chinese IPTV industry.This article consists of six sections. The first part is a brief introduction. It introduces the background under which the author selects this topic to write the essay, and the importance of writing the essay, the way of making research. The second section introduces basic theory of regulation, which provides theoretical basis and analysis tool for the whole essay. The third section analyzes technologic and economic characteristic of IPTV industry, it provides correct understanding on it for people and basis of establishing suitable reformation of the regulation of IPTV. The forth section mainly produces the current situation of regulation IPTV industry overseas, it includes the modus operandi of some European countries, America and some oriental countries. The fifth section firstly analyzes the current situation of regulation IPTV in china, and then summarizes the problem of regulation of Chinese IPTV industry, at last, it brings forward the measures we will take next for regulation of Chinese IPTV industry, it contains establishing the aim and principle of regulation of Chinese IPTV industry, advancing the convergence of the three networks, revising the laws and regulations correlating with IPTV industry according to certain principle, unloosening entrance and introducing competition in Chinese IPTV industry and establishing independent regulation organ. The sixth section summarizes achievement of research of this paper.
