Research Over IPTV Development And Regulating Revolution In China

In Chinese 11th Five-year Plan, it was indicated that for the informatization construction, China should enhance building information infrastructure including broadband network, digital TV network, and next generation Internet etc, to improve triple-play convergence. The emerging of IPTV gives the convergence a good chance to be improved.In present China, broadcasting and telecom networks, being both platform of transporting content and services, have little difference. There is no technical problem to develop IPTV service, but policy. The industrial chain of IPTV oversteps the range of either telecom or broadcasting. As a rising industry, IPTV is in its beginning phase, and the first thing is to get a loose regulation environment in order to develop on a large scale. Chinese regulation structure should be largely reconstructed.In this paper, we analyzed the chance for the convergence created by IPTV, considering the dilemma of China regulation and using the development of IPTV abroad as reference. This chance inquires national policy reformation. According to the assumption uniting SARFT and MII to establish a new department to regulate the triple-play network, we show a new regulation model being similar to OSI reference model, to carry out horizontal layered regulation. As the new model is concerned, we can imagine some facing problems and several solutions to them.
