With the competition becoming more and more fierce in communication market, the developing strategy of communication operators is changed from constructing larger network, getting more costomers and making higher revenue to finely operating, improving service quality and safeguarding revenue. To support the development of communication business, and improve the competitiveness, China Mobile has started several important projects including BOSS (Business Operation Support System). And inter-network settlement system is an important component of BOSS. Considering the complexity of settlement business and new requirements of customers, building a new inter-network settlement system is imperative with the purpose of supporting the settlement business better, and monitoring and analyzing the settlement data in time.The requirements and defects of current settlement system are analyzed in this paper, based on the opinions of workers of Sichuan Mobile Business Department and BOSS Department. And the architecture of the new inter-network settlement system and business process is designed on the basis of . The whole design complies with the high module cohesion, low coupling between modules design principles and adopts the linear processing method to divide modules. The functions of each module are clear and independent from that of other modules. Besides, the process is concise and easy to expand in the future. The detailed design of every module and the design of the security and audit mechanism are elaborated in this paper. The inter-network settlement system for Sichuan Mobile designed is more suitable for the development of Sichuan Mobile and very practical.
