Research On The Regulation Of Telecommunications Network Interconnection

Introducing competition into telecommunication industry is an important part of the government's directing the development of telecommunication industry. However, the introduction of competition into telecommunication industry is conditional on the establishment of telecommunication network interconnection, which will impel virtuous competition among telecommunication enterprises, benefit the consumers, and promote the development of our information industry. The establishment of telecommunication network interconnection involves many complicated economic, legal and technologic problems, as well as interest conflicts; therefore, directing and exerting effective regulation on interconnection becomes a conundrum for authorities in charge of telecommunication industry. At present, the situation of telecommunication network interconnection is frustrating. Under the more sophisticated and hotter competition environment, the parties involving in network interconnection, making use of the current economy framework and regulation situation, endeavor to gain competition advantages by taking network interconnection as a tool. Consequently, varied problems arise in telecommunication network interconnection, which put the establishment of interconnection in a dilemma. To probe into the root, all the issues are because that our government has not yet solved the problems in the economic basis and the law system of regulation, existing in the regulation of telecommunication network interconnection.This article analyzed the reality of telecommunication network interconnection facing our country, explained the serious detriments the problems of interconnection brought to the development of the telecommunication industry, and preliminarily concluded the root producing the interconnection problems. Furthermore, it systematically clarified the current situations in interconnection, and analyzed the weak parts in the interconnection regulation system; at last, this article proposed some ideas and recommendations on the interconnection reform, by comparing regulation experience of some developed countries with that of our country.
