Research On Interconnection Regulation Of China 's Telecommunication Industry In The Whole Business Operation Environment

With the 2008 reform and restructuring of China’s telecom industry, the three telecom operators, China Mobile, China Unicom and China Telecom have gradually entered a new period for all-service operations. With the advent of the era of full-service operation, China’s telecommunications industry regulation is also undergoing change. Technological advances of telecommunications industry and development of worldwide telecommunications regulation that have prompted the Chinese telecommunications industry regulation changes. Interconnection as an important part of the telecommunications industry, which has become the key to the effectiveness of the telecommunications industry regulation. China has developed for interconnection regulations and policies. In the new competitive situation, the interconnection regulations should adapt to the times.In this paper, with the All-service Operation background, combined with the economic and technical characteristics of telecommunications theoretical knowledge, research on the telecommunications industry of interconnection in the strategic behavior and access pricing regulation behavior. Build the game model in pricing strategy behavior regulation and access pricing regulations. We can get the result that access price increases will bring profits to the operators, and operator’s final profit has nothing to do with the access price. According to the analysis of theoretical models and learn from foreign experience in developed countries,We made the following recommendations to the Chinese telecom industry : policy to speed up the telecommunications legislation, build a relatively independent telecommunications regulatory agency, to achieve inter-network access prices based pricing proposals. Hope for this can bring some reference to the development of China’s telecommunications interconnection regulation.
