A Study Of Evaluation System On The Project Of Agriculture Supported By Finance

In recent years, Chinese government has paid more attention on the development of agriculture. Therefore, the evaluation on the performance of financial expenditure on agriculture has been put on the schedule. However, the integrated performance evaluation systems of financial expenditure on agriculture, especially the index system, are still not available. In order to improve the supervision on the financial expenditure to agriculture, save financial expenditure on agriculture and increase the efficiency of financial expenditure on agriculture, this paper attempts to build a scientific performance evaluation system of local financial expenditure projects on agriculture. It is followed by a case study that the performance evaluation systems established in this paper will be used to evaluate the performance of financial expenditure projects on agriculture in X city.The methodology used in this paper is literature review and case study. Quantitative and qualitative methods such as cost -effect method, comparative analysis method, expert assessment method are widely used in the Performance evaluation of financial expenditure projects on agriculture.According to the characteristics of financial expenditure projects on agriculture and research on the indices included in the projects, the index system of" performance evaluation has three different levels. First level has integrated index of performance evaluation on the financial expenditure on agriculture and index of projects performance evaluation. Second level is consisted of input index, efficiency index and effect index. Third level contains specific index of every project, such as the rate of that financial expenditure on agriculture is accord with regulation, investment efficiency of agricultural funds and the rate of net income growth of peasants.This paper establishes the performance evaluation system of financial expenditure projects on agriculture. This system has been used to evaluate the efficiency of financial expenditure projects on agriculture in X city. The result shows this index system in performance evaluation is feasible and could be directly used in the other specific performance evaluation work.
