Research On The Expenditure And Performance Rvaluation Of "Hematopoietic" Financial Supporting Agriculture

In recent years,the Chinese government's " No.1 Document " continuously put forward new requirements to solve the problem of "agriculture,rural areas and farmers".As the government continues to expand financial expenditure on agriculture,and large amounts of funds into agricultural economic construction,but the results are not satisfactory.Therefore,in order to maximize the effectiveness of financial expenditure on agriculture,it should be to build a scientific and effective evaluation indicators to assess performance of the financial expenditure on agriculture,and to study the performance management of Chinese financial expenditure on agriculture.On the basis of fully studying the relevant research results of domestic scholars,this paper,Firstly,it defines the meaning of "hematopoietic" financial expenditure on agriculture,Classification of financial expenditure on agriculture based on the expenditure function of financial agriculture,and selects the "hematopoietic" financial expenditure on agriculture.Secondly,Selection of "hematopoietic" financial expenditure on agriculture as input index in the performance evaluation Index system of "hematopoietic" financial agricultural expenditure Performance evaluation Index System of "hematopoietic" financial expenditure on agriculture.Choice of agricultural intensification,science and Technology of agricultures,ecological and the autonomy of peasants as output indexes,and construct the performance evaluation index system of "hematopoietic" financial expenditure on agriculture.Once again,from the scale and structure of "hematopoietic" financial expenditure on agriculture in China,this paper analyzes the current situation of "hematopoietic" financial expenditure on agriculture in China.Moreover,the DEA method is used to analyze the technical efficiency,pure technology efficiency,scale efficiency and scale compensation of the expenditure performance of "hematopoietic" financial agriculture in China,and using projection analysis to find out the concrete improvement value of input and output items.Finally,research on the influence factors of the structure of "hematopoietic" financial expenditure on agriculture in China on the performance of "hematopoietic" financial agricultural expenditure using grey relational degree analysis method.The empirical results show that:(1)Chinese "hematopoietic" financial expenditure on agriculture in terms of scale investment is still unstable,in the structure of various types of "hematopoietic" financial expenditure on agriculture has not formed a stable growth mechanism of the conclusion.(2)Using DEA method,the conclusion is that the utilization efficiency of "hematopoietic" financial supporting funds in China is not high,the scale is unreasonable and the structure needs to be optimized.In addition,the reason of the ineffectiveness of the evaluated object is analyzed by the projection theorem and the improved target value is made into DEA effectively.(3)Study on the influence factors of the structure of "hematopoietic" financial agriculture expenditure on the expenditure efficiency of "hematopoietic" financial agriculture in China by using grey relational degree analysis,It is concluded that there is a problem of dislocation of input scale and input benefit in the structure of "hematopoietic" financial supporting agriculture in China.Therefore,in order to realize the efficiency of "hematopoietic" financial expenditure on agriculture,we should optimize the structure of "hematopoietic" financial agricultural expenditure in China.Based on the results of empirical analysis,this paper puts forward the corresponding policy suggestions: Adjust the scale of "hematopoietic" financial agriculture expenditure in China,optimize the structure of "hematopoietic" financial agricultural expenditure in China;Strengthening to “hemopoiesis” supporting agriculture fund supervising and managing;The establishment achievements appraisal mechanism as well as expands the width “the hemopoiesis” the financial supporting agriculture disbursement scope.
