| Recently, regional industrial competitiveness research becomes the key strategy in economic development. Research on global competitiveness is selected to be the fundamental task by National Natural Science Fund, and many regional research institutes are researching the civil and global industrial competitiveness. With the adjustment to the new-tech industrial structure, and the improvement of the investment environment and the industrial chain, China has become a worldwide active area of IC investment. The rapid development of IC industry in Xi'an makes its status in the country raise gradually. So it's a key problem for Xi'an IC industry that how to observe and evaluate the industrial competitiveness and establish the status in region markets of our nation.Based on the research of industrial competitiveness both at home and abroad, kinds of views of competitiveness praised by many experts in different way and purposes are analyzed. Then, with the analysis, the meaning of competitiveness, research achievements and the problems that encountered in researching are vividly illuminated, and in this paper the industrial competitiveness and its evaluation system are summarized, generalized and compared. Furthermore, After establishing 5 class-1 indexes, and 25 indicators that selected from 42 possible indicators by Expert Investigation method, finally it forms a 2-level evaluation index system of regional IC industrial competitiveness. Then Principal Component Analysis is used to establish an evaluation system of regional industrial competitiveness. With this evaluation system, the regional IC industrial competitiveness of Beijing, Shanghai, Xi'an and Sichuan are evaluated by SPSS. According to the results, the paper analyzes and evaluates the IC industry competitiveness of Xi'an, summarizes the advantages and disadvantages of its present situation, then proposes advises and suggestions on the development strategy for IC industry of Xi'an. |
