In the era of knowledge economy, science & technology work of university is an important part of national science & technology system, The improvement of the ability of independent innovation cannot leave the technical innovation talented person's raise in the final analysis. College and university is the strategic areas for talent converging. The key factor for holding scientific and technological talents and exerting their potentialities is to establish and operate effective inspiriting mechanism in college and university. Science and technology talent incentive mechanism Construction has become the issue of colleges and universities should not be ignored. Therefore, the research in the inspiriting of scientific and technical talents of college and university is more realistic.This thesis was composed by four sections, the first section analyze the characteristics and demands of scientific and technical talents, think over the theory demand of the improvement on the inspiring system, this thesis discourses upon the existing abuses in the inspiriting of scientific and technical talents in future, to carry out research on the case of inspiriting the scientific and technical talents of Guangxi University, and realizes the most important factor in the inspiriting of scientific and technical talents and the degree of their work happiness that needs to be satisfied from the survey, and proposes the inspiring system which on assumption of happy people. The second section proposes the frame of the inspiring system in organization fair, organization goal, organization interpersonal relationship, organization culture and design the and principle. The third section mainly aims at designing the inspiring essential factor on these four aspects mention in the third section, according to the enlightenment in practical works by the work happy influence factors. The fourth part systematically brings forwards policy-based suggestions in the aspects of improving the policy, Optimizing organizational structure of colleges and universities and creates outstanding campus culture.
