The relationship between Land and economic development are discussed in the classical economics, land is considered one of the three major factors in economic development. Domestic and foreign scholars have also carried out a detailed study on the relationship between land supply and economic development, but how estimates for land supply contribution to the growth of the economy is a relatively new research.This paper takes Chang-de City in Hunan for study, takes the theory of economic growth for guidance, takes the relationship between the land supply and economic development for basis, establishes a rational calculation model to calculate the contribution rate of land supply to economic development in the city and county (city and district). On this basis, makes certain policy implications and recommendations.First, on the base of the large number of literature search, recalling and related commenting the domestic and international research. Summing and summarizing the theory and principles in contribution to the economic development of land supply, constructing the theoretical foundation of this paper. The main theory is the basis of economic growth theory, land supply theory, the multiplier factor alternative theory and multiplier principle.Second, on the basis of a large number of raw data and mathematical analysis. Analyzing the relationship between economic development and land supply. The focus on content is that dividing the stage of economic development and calculating the scarcity and lags of land supply.The results is that Changde,Wuling,Shimeng and Jinshi is in Comprehensive initial stage of industrialization, Linli is in the initial stage of industrialization, the other areas is still in the stage of the traditional economy.The land supply of Changde is in low bound state, Shimen and Taoyuan is in unconstrained state, Dingchen,Hanshou and Linli is in low bound state, Anxiang and Lixian is in moderate stage, Wuling has entered the stage of a high degree of restraint. The Changde will be in a low land supply constraints stage in next 15 years, the Wuling will enter a stage of rigid constraints in 2020.The correlation between land supply and economic development in the city is high, except Anxiang, Hanshou and Jinshi. The impact and role of Land supply to the economy is high. The lags of land supply for economic development in Changde is 3 years.Third, referencing mature calculation method. Constructing the production function model which can establishes the contribution to the development of the economy of land supply. Using various methods to estimate the parameters in this model. On this basis, calculating the contribution rate to economic development of land supply in the city and county (city and district).Calculation results show that, the contribution rate of Land supply to the economic development is 22.55 percent. Land become the second largest after the capital factors of production, economic development model in terms of the ratio of production factors are "Reliance Capital Land". The contribution rate of Land supply to the economic development in Wuling and Linli reached 42.55 percent and 42.72 percent , its economic development model in terms of the factors of production ratio is a "double capital by land-based." Through further analysis, the relation between land supply and economic development is high, the contribution rate is also high. There are two main factors affect the contribution rate of land supply to economic development, the rapid economic development, the land is scarce. Reference others measured results, this paper holds that a reasonable contribution rate of land supply to economic development should be 10-40 percent.Final, based on these research results, proposing inspiration and recommendations on effectively protecting farmland, improving land investments, developing reasonable land supply plan, improving land-use scientific and technological level and strengthening the building of the legal system of land. |
