Vegetables being denied or underestimated by foreign importers are probabily due to the questionable quality of our product as well as the pesticide residual, which will also endanger the health of domestic citizens. Therefore, the quality safety of fresh vegetable has become not only the focus of the government and the consumers but also the main factor of improving the international competitiveness of the vegetable industry and increasing the incomes of farmers.In the light of the track record of China's food development, the paper probes into the features and rules of food development, and puts forward the assessment indicator system for China's food development based on the theoretical analysis of the evolution rules. Furthermore, we also bring forth the strategic focus and measures to develop China's food after a thorough comparison and analysis of the regional food characteristics in terms of the resource, production, consumption, nutrition and evolving conditions of the food.Theoretically, this article exploringly proposed vegetable quality security features and general rules. Through characteristic research, we summarize that cryptic, unicity, usualness, management complexity are its main features. We also found vegetable quality and economical development, agricultural science and technology, People's living standards, and even Production and management level are closely related.As to the methods, we established vegetable risk evaluation index system, and use them to analyze the real system empirically. We followed principles such as scientificly, practically, coordinatedly, comprehensively, and selected and disigned 12 evaluation indicators. AHP are used to determine the evaluation index weight levels.At last we applied the index system and analysed its relavant risk in five different cities.We also did some empirical research, after the verification of the quality of risk evaluation index system we move on to related research in order to improve the quality of our supervisory system. Cities which have been used to verify the quality of the risk evaluation index system include Lanzhou, Jinan, Hefei, Qingdao, Tianjin. In this five cities, Tianjin is the lowest risk city of vegetables quality, and Lanzhou is the biggest risk city.Through in-depth study of the United States, Germany Vegetable quality control system. Based on China's management of the existing problems of vegetables, we come to some relevant countermeasures and suggestions.Conclusion and Countermeasures, following aspects are being suggested: building quality management system; improving relevant laws and regulations; enhancing the quality standard system, promoting the quality inspection system, increasing quality information System, and strengthening overall quality control and supervision.
