| As the process of graduallly deepen of Chinese economic system reform and the accelerated transformation of the social structure, since the mid-1980s, the dual urban-rural-split system formed in the traditional economic structure have gradually weaken and loosened, a large number of farmers has become a migrants' trend. They are a new work force of the process of urbanization, industrialization and modernization in China, over the past 20 years, this huge group of rural-urban migrants have been going deep into the all aspects of the modernization. They provide services and create wealth, have made great contributions for urban construction and economic growth. However, their social security problem is still unresolved, a large number of rural-urban migrants existing in the cracks of the dual urban-rural-split system, they cannot obtain the most basic medical security, not only being kept out by the urban medical insurance system, but also not being accepted by the new rural cooperative medical, rural-urban migrants medical insurance system deficiency highlights the responsibity "absence" and "not-in -place" in the promotion of social justice and the provision of public services.Protecting the people's livelihood is the indispensable responsibility of the government, also is the foundation of the government's survival. In the background of building a harmonious society, the urban medical insurance have gradually improved and the new rural cooperative medical care carried forward steadyly, the issuues of rural-urban migrants' medical protection have also been widespread concern in the society. As the forward positions of the reforms and opening-up policies established in China, shenzhen city is a developed city, relying on the rapid rise of large number of laborers outside the city. Shenzhen city have been carried out the exploration of rural-urban migrants' medical insurance system for a long time. In the process of the construction of rural-urban migrants' medical insurance system, the government made a lot experiments and improved a lot. To some extent, the government has resolved the responsibility of the issues on rural-urban migrants' lacking health insurance and the provision of basic health services.It is adopted investigation and research combining with theoretical analysis in writting this paper. In the first place, on the basis of the analysis about the phenomenon of rural-urban migrants producing and their group identities in Shenzhen City, the author describe the prominent health problems of rural-urban migrants, and their basic unable-met medical needs, furtherly analyze the medical protection of rural-urban migrants facing many difficulties because of the responsibilities of government "absence" and "not-in-place";In the second place, the author reflecte the role of the Government establishing the medical insurance system of rural-urban migrants through the history in Shenzhen City, evaluate the government performance in the construction, and analyze the problems that existed in the implementation; The last part of the paper, theoretically illuminate the government providing social security such public goods have the primary responsibility, under this premise, comprehensively interprete that rural-urban migrants lacking of medical security because of government absent responsibilities. In the construction of rural-urban migrants' medical insurance system, the government responsibility should take on these obligations: legislative responsibility, system designer' responsibility, financial responsibility, organizational responsibility and supervisor' responsibilities, at the same time, the author put forward the corresponding suggestions.Promoting social justice, ensuring equal protection of basic public services are the primary responsibilities of the current government in a market economy, but also are the emphasis in the process of government's functional departments at all levels enhancing service awareness, improving service capabilities work. |
