The theory and practice of modern regional economic development has shown that leading enterprise has become the powerful driving force to the regional economy including county economy for its core role; also it's the breakthrough of rapid development to the underdeveloped regions. How to scientific selection and foster leading enterprise, and make it sustainable developing is the key to sustainable development of the regional economy including county economy.Resource-Based Theory is a theory rapidly developing in the field of contemporary Western management, which focuses on the root of the growth of enterprises. It's research on the causal relationship between enterprise's resources and competitive advantage and regards resources as the fundamental source of competitive advantage. According to resource-based view, the availability of resources is the direct cause that leading enterprises have an impact on the sustainable economic development in the county. The impact of the leading enterprise on county economy sustainable development depends on the development of leading enterprise itself. With the change of time, leading enterprise has to undergo training period, growing period, prosperous period, a period of recession, and even extinction period. The impact of leading enteiprise on county economy is also different in each period. As the close relationship of the enterprises, resources and the life cycle, the paper established a two-dimensional model of time and resource to analyze the impact of leading enterprises on the county economy, combined with the examples of Nanzhang Filature Factory.The positive aspects of the leading enterprise on county economy almost happened on growing period and prosperous period, as demonstrated by pillar role, guiding role of scale effect and integration effect of the county economy. The major adverse impact of leading enterprises on the county economy is in its monopolize of the resources in the county, its competitiveness decline comparing with outside, the threat of the nascent industry, the overall layout of the county and the Curing model policy thinking of government to the leading enterprises.
