| The subject of this dissertation is the status, characteristics and influential factors of residents' public goods demand in urban community of China.After nearly 30 years' reform and opening up, China's economic structure, people's income levels and consumer demand have changed dramatically, especially in large and medium-sized cities. People's basic survival demand obtains a very great degree, daily consumer goods supply is adequate and even surplus. People's demand promotes unceasingly, after the personal product demand is satisfied, the public product demand then appears day by day. At present, due to the disintegration of the unit system, the community has become the domain of social issues, which makes communities solve social problems an urgent need and possible.From the angle of public goods supply, we believe that the socialism harmonious society have sufficient public product supply and equal distribution. Community is society's cell, Community harmony is the foundation of social harmony. A harmonious community is a community that public goods supply is adequate and distributed equally.In order to fully meet the urban community residents' public demand, implement the requirements of people-oriented and governing for the people, and achieve the effective supply of public goods, this article studies on the status, characteristics and influential factors of residents' public goods demand in urban community of China. The significance of this paper is to provide the support for community public product supply system which should be oriented by demand.The paper elaborates in detail the status of residents' public goods demand in urban community of China in first part, and divides residents' public goods demand in urban community of China into the demand of increasing income, employment demand, housing needs, the needs of their children's education, social security needs, community environment demand, community safety needs and community participation demand. In the second part the paper analyze characteristics of residents' public goods demand in urban community of China, and ranks them into three aspects, diversity, multilevel and difference. The paper analyzes the influential factors of residents' public goods demand in urban community of China. They are community population structure, community space structure, community of public facilities, community residential structure, community management system and the development of community-based organizations and so on.The paper suggests that the city Control section must during release governance, guarantee that the Local authority supplies community public product ability, must reform consummates the intergovernmental finance transfer payment system, determine that the regional expenditure standard, estimate the regional fiscal capacity, and by this decided regional obtain transfer payment quantity and type. Considering the difference of urban community public goods need, the author proposes that the community public product supplies' even equalization is worth taking seriously. The author suggests that various Local authority should under the fair big principle, have one long-term plan to realize the various communities' balanced coordinated development, especially should pay attention to give the economic development lag the community by the practical support. |
