The research on competence & competency began in 1973 when an article titled Testing for Competency Rather Than Intelligence was published on the journal named of American Psychologist. The appearance of the article came to be the prelude of the research of the model. The study chooses the human resources of enterprise as the research object, and carried out an exploratory research of enterprise human resource exploitation in China based on the professional developing Patten.1. Based on the brief account of the development of the human resource management and exploitation theory and the competency theory, and the review and sum up of the basic theory of enterprise human resource managers' competence and competency model, this study analyses the present research simply, and analyses the research result systemically. This laid the foundation for further study.2. According to the competency theory facing the professional development model, this study introduces the way of training and exploitation of human resource manager's competency including cost content analysis before training, knowledge share, warrant, incentive mechanism, mentality training and achievement imitate system of each branch is introduced., besides the training and exploitation of competency of basic knowledge and skills.3. Based on the development model, behavior factors are added and assessed the exploitation of competency. At the end, an example is introduced to test the practical and scientific significance of the model.
