Study On The Business Form Of Forestry Farm In Collective Forest Region

Since the 20th century, with the international community's understanding of the importance of ecological environment continues to deepen, more and more sustainable development strategy are recognized by the people of the world. As an important part of national economic and social development forestry has played a pivotal role in the history of mankind. The launching of the six major forestry projects marked that China's forestry has accessed to the historical time of mainly on timber production to the ecological construction. The South collective industrial timber forest areas as the main provider base, its operating results will not only affect the domestic timber supply, also be a special geographical location, will affect the farmers'economic life in most regional of our country.The mainly business forms in forestry farms in southern collective region currently were continued by household contract system which were civil spontaneous formed in to three categories, including renewal of rural forest farm, the rural-based joint forest farm, stock cooperative system in rural forest farm. These forms were developed fully in the past 20 years, thereby evolving into more economic sectors to participate in the joint-stock cooperative system. But because there have always been a series of weak points, such as the forestry property rights, property rights agency relations distorting, the circulation of the forestry property rights issues, social services system weaken. Impacted by the traditional thinking of forestry, farmers'autonomy participating in management has been neglected for a long time. Without fully confident on forestry, the farmers had transferred to other area, which causes economic efficiency and social benefits out of line. This article emphasis that , it is necessary to carry out the guiding ideology of sustainable development, the rural forestry should draw the guiding ideology, make full use of forest reform of the system as an opportunity to establish a community and the common development of forestry farms operational forms, that is participatory management forms.In this study, the theory of sustainable development of forestry and parts of the rural forestry theory as a guide, based on forestry economic theory, theory of property rights, development of economic theory, social theory and dynamic balance of the ecosystem system of economic theory ,it analyzed the using model on forestry centre in collective forest areas. By comparative analysis methods and factors of collective, it evaluated the current business forms in forestry center of south collective Forestry region simply. Depending on experiences in foreign developed countries'private forestry farms and the rural forestry in developing countries, the participatory management application form is designed under the new situation, which is in order to achieve economic and community benefits. In order to apply this new form ,the paper list the guidance theory, the general form and the overall framework up to it, and through the example of participatory management application farms to show the positive effects on the special regions in south collective region. As a reference decision-making on rural forestry center and collective region's developing, the study provide some useful improvement implementation.Overall, this study based on the current existing problems in rural forest farms and analyzed affected factors in it, referenced on rural forestry development theory in foreign countries, establish a framework of participatory management form.
