The Study On The Ecological Industrial Parks Operation Mechanism

With the development of economy and social progress, the contradiction between the environment and sustainable development of economic social is emerging increasingly which is particularly prominent in recent years. How to solve the bottleneck of the economic development is becoming the mainstream of research on social development today and the basis of socio-economic sustainable development as well. In 1992 Professor Ernest Lowe who work in Indigo Institute of the United States first proposed the concept of Ecological Industrial Parks (EIPs). From then on, The EIPs which emphasize the industry ecology (IE) and focus on industrial symbiosis are current world trends. There are at least two hundred EIPs in the whole world, and many indications that the development of EIPs has become an inevitable trend in all parts of world, in China have also set up EIPs. But EIPs don't have any standard operation mechanisms in the world now. Therefore, the differences between EIPs and other industrial parks, the operation mechanism and the Judge methods in the EIPs are worth studying. According to analyze the relevant research literature collected of domestic and abroad EIPs, try to elicit the operating characteristics with the EIPs. This paper through the application of the PDCA cycle theory and literature studies, to study global cases, sorted out the focus of EIPs in the planning stage, the Executive stage, inspection and correction stage, then establish a systematic operating mechanism PDCA model for EIPs, and use Chongqing (Changshou) Chemical Industrial Park to simulate the establishment of the EIPs operating model. After test the model draws conclusions and makes recommendations.EIPs operating mechanism is based on the theory of recycling economy to maximize the overall efficiency of the park for a set of objectives, including the park's planning, construction, management, process and methods. Industrial Park is not the traditional form of industrial ecology, and its operating mechanism is for a single organization to maximize the economic benefits and design were unable to reach a collective EIPs access to the purpose of efficiency, so if the park is the central idea of industrial ecology, to the collective maximum benefits, the need for the park's traditional trading mechanism and structure of the reorganization, the establishment of a unique EIPs operation mechanism.In this study, PDCA cycle operating principle and mechanism of the reorganization build, promote the sustainable development of eco-park, industrial ecosystem matures, the first in the planning and management of the park (the planning stage Plan), to proceed with strengthening Park Organization , Park Planning reorganization application, the status of investigations and the setting of the park operation objectives, and then eco-industrial system (the implementation phase Do), the application of eco-business strategies of industrial ecology, and industrial systems, as maturity decide whether to extend trading mode, and operating performance indicators to assess analysis, inspection of EIPs operating condition (check stage Check), decided to follow-up correction programs and research and development goals (correction phase Act).This paper is divided into five chapters. The first chapter is the Introduction which explains the motive, methods, processes, structure and limitations of the study. Chapter II reviews the literature, and then analyzes and descripts the theories, definitions, covering levels, classification and mechanism related to EIPs. Chapter III is based on the PDCA model through the literature data and case analysis try to reform the mechanism and structure of traditional industrial park, and build unique mechanism of the operating model for EIPs. Chapter IV use Chongqing (Changshou) Chemical Industrial Park as an example to simulate the model build in Chapter III and test the practicality and feasibility of it. Chapter V is present conclusions and recommendations.Through study the eco-industrial park finishing at home and abroad on the case against eco-industrial park set up a systematic mechanism for the operation model, in order to verify the trading mechanism model of practicality, to Chongqing (longevity) for the chemical industry park simulation model to simulate the object, Draw the following conclusions.1. PDCA Cycle this study to establish the principle of eco-industrial park operating mechanism as a model of eco-industrial park can check state park operating and operating a means of assessing performance, but also as a park the next stage of development and improve the operational mechanism of reference.2. Analysis for eco-industrial park development goals have different views of literature, sorting out the park for the major development objectives of the project led regional development, protection of the natural environment and increase the efficient use of resources, the establishment of circulation system and improve the operational efficiency and social interaction, such as five. Most of the park's development objective of this project within five, but most of the park only to some of the projects for development, only a few will be five projects at the same time as a development goal of the project.3. The present study the establishment of the operating performance evaluation methods in line with the trading mechanism demand PDCA, can view the ecological system of industrial maturity, as an extension of the ecological model or an amendment to the operating mechanism of reference and to determine as to whether the industrial park of the eco-industrial park Reference.4.The literature review and case simulation, eco-industrial park operating strategy of eco-industrial applications at three levels, the first level for the enterprise ecosystem, the second level of industrial symbiosis, the third level of ecological or eco-industrial urban and rural areas.
