As the structure of the socialist market economy in China is gradually perfected, the business environment and development characteristics of the domestic petrochemical industry and the microenvironment of Shengli Refinery are changing constantly. Since its internal and external environments are full of uncertainty and becoming more and more dynamic and complicated, Shengli Refinery has to improve its management of enterprise strategy to gain operation initiative in the future. The key to establish and carry out the strategy is to build and implement a strategic human resource management (HRM) system.With stratifying and classifying strategic HRM model and human resource value chain model, considering the reality of Shengli Refinery, the present thesis proposes the main structure of a strategic HRM system for Shengli Refinery. The system is based on the proper design and general agreement of the enterprise vision and the reform of the enterprise culture. To ensure the competitive strength of the income of the core human resource, the reform of the salary system will focus on the optimization of the system structure and the increase of income gap on the basis of the market price of manpower and performance examination. In accordance with the characteristics of different works, i.e. management, technology and operation, different methods will be required for different technical training and development programs to improve the overall personnel quality. A performance management system based on the long-term contributions to factory development will be established to keep the thought and behavior of the employees to be in line with the requirements of the enterprise strategy. In combination with the reform of the salary system, it is expected to arouse the employees' enthusiasm to work and study. A fair internal personnel utilization system will be established on the basis of performance examination. Finally, to ensure that the personnel reserve meets the needs of the company development in the future, human resource planning will be used to reduce the total number of employee and to improve the composition of the human resource.
