The industry and commerce clubhouse which emerged in Ming and Qing dynasty was the result of the development of social economy and culture, especially of the commodity economy and the early time market economy development in modern times of China. The development of regional economy promoted the formation of the region market network, then the group of businessmen operated here, thus the clubhouse became prosperous as the office of the merchant. The merchant encountered variety of economic risks and social contradictions in the process of doing business. However, the industry and commerce clubhouse produced through integrating these marketability factors. At the same time, the clubhouse was the self-discipline, autonomy, self-help groups of businessmen and the social management organizations when the merchants faced the market risks. Therefore, the industry and commerce clubhouse's full development also became the important symbol of the modernized factors which produced in modern China. To analyze the function of industry and commerce clubhouse reducing the transaction cost during the marketability advancement process is of great practical significance for developing China's socialist market economy and integrating the various changes in the transition period.
