Evaluation And Analysis Of Technology Innovation Capability In Shaanxi Province

Industry is a cornerstone of economic development and the carrier of technological innovation in national and regional. At the same time technological innovation is the key to the development of industrialization. Shaanxi is China's old industrial base with a relatively strong industrial base. In current there are some problems in the development of Shaanxi industry like slow growth, lack of motivation, ranking after the shift when it entries to the market economy. Some industries that have important position in China's industrial are gradually losing advantage. The overall competitiveness of industry is declining in Shaanx. This paper attempts looking for the reasons that lead the status quo of Shaanxi industrial technological innovation for finding some useful countermeasures to upgrade innovation capability of the industrial technology by the evaluation of industrial technology innovation capability.This paper uses the factor method to analysis. I extract five integrated factor from the 18 indicators which are components of evaluation index system of technological innovation capability. They reflect respectively technological innovation capability of independent innovation, technological innovation capacity, technology innovation potential, technological innovation, technological innovation and support of the strength in these five areas between the country's 30 provinces, municipalities, and autonomous regions. The results show that Shaanxi rankes15, 18, 11,2 and 6, comprehensive No. 15, overall in the middle level of the country in these five areas.Finally result of the analysis that leads the low rank in the ability of independent innovation and technical innovation capability in Shaanxi province is mainly due to a serious loss of human resources, inadequate capacity in technological innovation, low conversion rate to upgrade technology and some reasons. At last, I give some countermeasures such as enhance their technological innovation capability, vigorously develop human resources and give full play to take the lead role in high-tech industries for these reasons and problems.
