It has been indicated by way of theories and practices that economic development of a region or a nation is influenced by its level of technological innovation. There has been built an intact industrial production system in our country. And the economy has developed rapidly in our country these years. But the technological innovation capability of our country still needs to be further approved. There are many problems to be settled such as improving R & D intensity and the contribution rate of progress in industry technology. So all provinces, as the important support in the economic development of country, ought to attach importance to the technological innovation and carry out the strategic planning on technological innovation as soon as possible.Liaoning Province, as one of Old Industrial Base in Northeast, plays an important role in the development of our national economy. It is a noticeable issue that whether Liaoning could take advantage of the chance and take actions to improve its technological innovation capability to make contribution to economic development. It is important in practice to evaluate the technological innovation capability accurately and objectively.There are six chapters in this thesis. It established an evaluation index system for technological innovation capability based on clearly setting forth technological innovation theory and summing up current development situation of technological innovation in Liaoning province, evaluated the technological innovation capability in Liaoning province accurately and objectively, found the problems in the development of the technological innovation capability in Liaoning province, and provided corresponding countermeasures and strategies.The first chapter is introduction. The chapter outlined the background, the significance, the intention, the research at home and abroad, and the methods and contents of research.The second chapter studies the basic theory of technological innovation capability. Firstly, it defines innovation, technological innovation, technological innovation capability. Secondly, it points out the characters and elements of technological innovation capability.The third chapter primarily studies the evaluation index system and method for technological innovation capability. Firstly, it analyses the current research situation of evaluation index system for technological innovation capability. Secondly, it explains relevant principles and sorts of evaluation index system for technological innovation capability. And it constructs an evaluation index system. Thirdly, it compares kinds of methods of evaluation and decides to use the factor analysis as the method of evaluation in this paper. In the end of this chapter, it introduces the ideology, model, conception and basic steps of factor analysis.The forth chapter, as the main body of the thesis, studies empirical analysis of technological innovation capability in Liaoning province. Firstly, it analyses the current situation of technological innovation in Liaoning province. Secondly, it studies the technological innovation capacity to horizontal and vertical evaluation in Liaoning Province with factor analysis. Through the analysis, it turns out that Liaoning ranks the ninth among all the provinces in our country. And Liaoning plays an important role in technological innovation in our country. But quantity of R&D institution, amount of R&D self-financing and quantity of R&D projects in Liaoning provinces are not as much as other provinces such as Beijing, Shanghai, Jiangsu and so on. The quantity of patents and the output of new products in high-tech industry are not as much as Guangdong, Zhejiang and so on. What's more, although the input of innovation in Liaoning is increasing, the output of innovation in the last tow years was decreasing. So Liaoning province should pay attention to output of innovation in the future.The fifth chapter provides relevant strategies and measures according to the problems sum up in the last chapter. At the enterprise level, the thesis advices to establish accurate technological innovation strategy, increase the input of enterprise, improve the comprehensive quality of human resource, establish scientific and reasonable mechanism for introducing, cultivating, encouraging bright people, create harmonious atmosphere, enhance the market sensitivity, control the risk of technological innovation. At the government level, the thesis puts forward a lot of measures, such as financial and taxation policy, legal policy, promotes the collaboration internationally and domestically, protects intellectual property rights, encourages setting up technology intermediary organizations and so on. At the same time, it advices to attach importance to the effect of schools and scientific research institutions, promote cooperation in terms of production, study and research.The sixth chapter puts forward conclusion, research localization and expectation.The research paper is expected to have some reference for the development of technological innovation in Liaoning province.
