| Based on characteristics of the construction of China's power industry and the development trend of the future organization, we research the virtual enterprise in China's power development in the enterprise application model, and discuss the idea of boost the competitiveness of the enterprise under conditions of the resource limited. The use of virtual enterprise, using its own advantages offset the disadvantage of others, and the rest completed by the partners.This paper use transaction cost economics, strategic management theories to explain the development of the Virtual Enterprise reasons.
