Foreign direct investmen(tFDI)has had a great impact on both China's economic development and social transformation since its opening up in 1978. And so has FDI on Shandong province which is one of the earliest to open the door and has benefited a lot from it.On one hand, FDI has supplied Shandong abundant funds that has been necessary for the first phase of industrialization and had positive effects on its economic growth, market reformation and internationalization. On the other hand, however, the FDI aggravated regional disequilibrium during the development.In the dissertation the author tries to do a research on how to improve the investment climate of Shandong and show as a competitive province with strength as well as balanced development. The dissertation is composed of six parts:Part one, introduction. Based on the current FDI new circumstances, the author brings forward the significance of this research, and then elaborates definitions of some important concepts. And also reviews the present researches that have been done. Relative theories are commented in short.Part two, description of progress of Shandong FDI inflows and present situation. This part includes structural analysis, spatial difference analysis, Performance Index and Potential Index to evaluate performance and potential of the seventeen districts.Part three, the effects of FDI on Shandong's economic development. Also economic divergence between the seventeen districts is proved in this part.Part four, comparison evaluation of Shandong investment climate. This part applies qualitative analysis, that is, SWOT method and quantitative analysis with the establishment of index system and the use of Principal Components Analysis.Part five, investment climate design, management and improvement aiming at balanced development.Part six, conclusion.The basic conclusions include that there is obvious divergence of economies, FDI and investment climate among the seventeen districts; that FDI can promote economic development of Shandong; that FDI can also exacerbate regional divergence; and that we can apply strategies to improve the investment climate to achieve balanced development.The main innovations include that the dissertation evaluates the investment climate from the angle of regional balanced development which nobody has done; that agglomeration investment climate has been considered into the index system by calculating the Spatial Gini Coefficient; that the author brings forward AGDS strategy, which includes ZIPE quaternity plan and building brands clustering with combining cities brands and products brands together; and that all strategies are made according to the situation of Shandong province.
