With the development of economy and society,government'scale is being expanded constantly,the range of government public expenditure wider and wider,and the expenditure larger and larger. However,the government's fiscal revenues are limited in a regular period,how to offer the best public products and service to people with the limited fiscal revenues beeome the question that people pays close attention to. The performance evaluation system of the public expenditure sets up a"bridge"between government and people. The people can carry on the supervision to the operation position of the public expenditure of every government department through the appraising performance information of the public expenditure , and put forward the corresponding opinions and suggestions to government's public expenditure activity through the information system of the network or the people's congress system. The government department can strengthen the control over public expenditure through the peformance evaluation of the public expenditure. Meanwhile,appraising the result will become one of the important bases that the responsible institution of the budget increases or slashes the budget and reduces the staff.The rising of the New Public Management in UK and the Reinventing Government in USA since the eighties of the 19th century, the New Managerialism has become an important guiding ideology directing the administration reform in western countries. Performance management and performance evaluation have become important part of the administration reform plan in western countries. Performance study on the expenditure of public finance has entered a new development stage, using the brand new"performance channel"to substitute the traditional"performance channel". Performance management and performance evaluation method, as a new efficiency improvement and evaluation technology, have been widely applied and become a powerful weapon in the"management tool box"held by the government departments and other public departments.In recent years, with the constant deepening of the administration system reform of China and the increase of the government management level of China. As for theory research, some scholars have gradually introduced the performance concept and began to use the"performance channel"to substitute the"performance channel". As compared with the efficiency concept, the performance concept shows a kind of systematic, brand new and gradational intension, to more systematically represent the achievement and result of public finance expenditure.According to domestic and overseas research and studies, theorists have carried out intensive discussion and research on the content and scope of the performance evaluation system and the establishment of relevant indexes in the public finance expenditure and the method and procedures of performance evaluation. However, further and deeper studies on theory are still required, especially the studies on the theory and system foundation of the performance evaluation system in public finance expenditure. The positive analysis on the performance evaluation system in public finance expenditure is insufficient. This article makes some attempts and efforts on how to analyze and evaluate a particular item in public finance expenditure, proposes corresponding solutions, measures and development direction to increase the practical interpretation capacity of the theory through the application of the theory and the practical application and perfection of the performance evaluation system theory in public finance expenditure.On the basis of knowledge about public expenditure performance evaluation, sysmic engineer, public administration and industrial economic etc. This paper makes case study of special funds for scientific and technological development in Foshan, systematically sums up special funds for scientific and technological development in Foshan between 2001 and 2005, then studies impacting factors of special funds for scientific and technological development in Foshan from direct and indirect benefits dimensions, sets up performance evaluation model of special funds for scientific and technological development in Foshan to analize some of the key areas of special funds investment with its results, finally, gives some countermeasure for direction, areas, intensity, objectives and management of special funds for scientific and technological development in Foshan.
