Civil servants, whose participation, behaviors and workingattitudes have a considerable effect on the government's working efficiency, public image as well as public satisfaction. Some of the civil servants who undertake the implementation of government power endowed by the law, have certain professional authority and power of execution. If they are managed with inappropriate discipline, these civil servants will directly exert a harmful influence on government efficiency and its image to the pubic, even worse, corruption and malpractice will be discovered.Starting from the merit system for civil servants in the industrial and commercial administration system of M city, this dissertation investigate and research on the status of this system and its problems. By introducing the merit system applied in enterprise human resources management into the management of grass-root civil servants specialized in executing the law, the dissertation sets up a merit system not only according with the actual reality but also embracing advantages of administration methods such as crucial laws of merit guideline, target management assessment and 360-degree feedback assessment. Furthermore, this dissertation takes the superintendent Industrial and Commercial Administration Department, as an example, whose position have both characteristics of integrated management and administrative execution of law, and conduct a mock application.
