Xuzhou Metropolitan District-Its Sustaining Development Power And Evaluation Study

In 2002 was designed Xuzhou Metropolitan District which involves Xuzhou City, Lianyungang City and Suqian City of Jiangsu Province, Suzhou City, Huaibei City of Anhui Province, Yongcheng City of Henan Province and Zaozhuang City, Weishan County of Shandong Province.In the Metropolitan District sustaining development has been the topmost. A series of matters come out: What sustaining development is, how to sustain the development, what problems can arise in the process and how to solve them.This thesis begins with reviewing the basic theory of Metropolitan District, systematically summarizes the academic theories home abroad in which how Metropolitan District is defined, and analyses its characteristic, in which the essential theory in studying Metropolitan District involves location based theory and sustaining development, followed by a particular analysis of how Xuzhou Metropolitan District is developing, based on which what can impact the sustaining development of the Xuzhou Metropolitan District is probed. After the author's probing, the main impacting factors come to be population, environment and infrastructure.Then the paper, on the design of the sustaining development index system of Xuzhou Metropolitan District, links and sets the index weight by AHP approach and Delphi Approach, calculated and analyzed with gray model before it is concluded that Xuzhou Metropolitan District is in underdevelopment and in a low level, from which the author finds the sticking point and offers relevant suggestions and countermeasures.The first One of the suggestion is as follows: Take advantage of the location superiority of Xuzhou to further develop logistics and exhibition industries while advancing infrastructure. Logistics and exhibition industries, as a new economic rise in the 21th century, promote economy greatly, but depend much on location.Another suggestion is to further develop tourism industry using the rich tourist resources, which benefits the third industry development, industry structure adjustment, high employment and unemployment reduction. However, since Xuzhou Metropolitan District borders four neighboring provinces, it is important for the integrated development of Xuzhou Metropolitan District to strengthen communication among them .The author is confident that once the sticking point and the solution to it are found, Xuzhou Metropolitan District will be better tomorrow.
