With the establishment and perfection of socialist market economy system, especially the accession to WTO, the market competition is increasingly fierce.As the carrier of the national macroeconomic regulation and control, China grain reserves system shoulders the obligations of guaranteeing the truth in amount, good in quality, as well as undertakes the responsibilities of insuring the smooth transfer, reliability and the increment of state assets. With the unceasing deepening of the grain circulation system reform and multiplex development of participants, China grain reserves system is confronted with brand-new challenges. China grain reserves system plays the role of manager and operator of grain reserves, simultaneously, a participant of grain market competition. Without the fairness and reasonability of performance appraisal, the employees'inspiration, salary and the welfare would mean nothing, just like the water without a source.Jilin subsidiary company, attached to China Grain Reserve Corporation, was established officially on September 22 in 2000, responsible for the operation of central reserves and the management of the subordinate storehouses in Jilin Province according to the authorization and attorney of CGRC. The Jilin subsidiary company is advancing from the newly established stage gradually to the period of development and expansion. With this going on, how to carry on the internal and external environmental analysis to manage effectively, and how to establish the performance appraisal system to strengthen the competitiveness in accordance with the actual condition, is of great importance.This article is founded on the full understanding of the present situation and the personnel constitution in Jilin branch, put emphasis on the importance and challenge of Performance Appraisal in human resources management practice. From the technological and operational plane, the article, also, carried on the earnest analysis on the present situation, finding the questions and deficiencies in the original system, offering detailed analysis. With the combination of performance appraisal theory and management practice, the article comes up with an overall arrangement for Jilin subsidiary company, listing the object, principle and the primary coverage. As for the subordinate storehouses and the administrative office on the company level, the article conducts a corresponding study into the plan and the post in terms of performance appraisal, constructers, forming an initial system. Subordinate storehouses weigh greatly in terms of management and operation,As a result of which, the article takes the subordinate storehouses and the persons in charge into consideration and puts emphasis on the above-mentioned entities and persons.The enterprise's system reform, especially the salary system reform in close connection with the employees, may trigger unexpected. Therefore it is impossible to be completed independently. In order to guarantee the smooth implementation in Jilin subsidiary company, this article proposes the guarantee measures.The design and construction of the system takes the management characteristics, human resource characteristics, management measures, targets, proportions, the reward standard and individual performances into consideration, thus, the appraisal system possesses strong feasibility. With the establishment and implementation of the performance appraisal system, the employees performance are expected to be more efficient, their desire for self-development to be more strong and the human resource management to be more perfect.
