| Because of the specificity of oil exploration and development, refining and chemical industry, there is a lot of risk factors in working processes. To stick to the principles of people oriented, safety first and prevention crucial and achieve the harmony between energy development and ecological environment in the activities, CNODC established the HSE management system and operation mechanism according to the requirement of CNPC. The study proposes the HSE independent supervisor institution in overseas projects HSE management, as the existing supplement of safety production management regulations, to ensure the safety production and the effective implementation of the HSE management system, to solve the weak basis, high standard, heavy tasks, high risks, great responsibility, limit HSE manager, low personality and weak self-discipline problems. The following are the parts of the research analysis:1. Explain the management of organization and the assessment principle of the efficacy of the organization.2. Introduce the HSE management system and the base conduction of the overseas projects of CNODC.3. Investigate and analyze the personality of the HSE managers in overseas projects.4. Analyze the challenge and scope of the HSE management of oversea projects according to the successful experience of foreign oil companies.5.
