Research On The Management Of The Bid Evaluation Experts And The Database Thereof

Since the reform and opening up, tender has been increasingly adopted as a method of procurement massively in China. The practice of more than 20 years has proved that this procurement method helped a lot to standardize the operation, enhance justice, increase transparency, reduce cost, improve quality and curb corruption of the procurement process than before. However, with its further development, some deep-seated problems appeared gradually, one of which is how to find an effective way to manage the bid evaluation experts and the Database thereof.The bid evaluation is the core step of tender procurement, and has a direct impact on the bid evaluation result. The experts are the specific staff to evaluate the bids. Whether they can carry out the evaluation work objectively, impartially and independently strictly in accordance with the bid evaluation principles and methods of the bidding documents will have a decisive impact on the square ness and justice of the bid evaluation result. In view of the great importance of the bid evaluation experts, how to supervise them effectively has become an important issue in tender management. Furthermore, most of the experts are selected from the Database randomly, which also has some problems, such as the disunity of the construction and management hosts, the insufficiency of the effective resource of the experts, etc. Therefore, solving the above problems is the key to achieve impartiality in bid evaluation process.This paper starts with the development of the tendering work in China, exposes the importance and necessity of the experts and the Database, points out the main problems of them; analyzes the advantages and disadvantages of different hosts to construct and manage them; discusses the standards and the professional demarcation for the establishment of the Database; proposes the establishment of national Database on the basis of provincial Databases through cooperation; elucidates the method to manage the experts and the Database from the perspective of the tender of power grid supplies; discusses the expert assessment method at the place of bid evaluation, the result of which assessment will be deemed as important basis for the management of the bid evaluation experts, and sets an example to explain how to determine the indicators'weights of the assessments by using AHP; points out the development trend of combining the assessments of experts with their social credit system in China, and tries to offer the solutions for the management of the experts and the Database finally. Similar problems also exist in the procurement work of the government and some large and medium-sized enterprises. If the unified management of the experts and the Database can be realized, the regulation and development of tendering work will be greatly improved in the whole society.
