Industrial Development On Xijiang River Drainage Area

Drainage area economy is a system of sub-regional economy based on the natural river system, with the distribution of resources as its core, such as manpower, financial resources and material resources. Xijiang River drainage area is the arrangement of landscape that Xijiang River cover, it covers YunNan, GuangXi,GuiZhou, GuangDong provinces, and Vietnam. Xijiang River drainage area have 360,000 square kilometers, which YunNan accounts for 16.7 percent, GuiZhou accounts for 17 percent, GuangXi accounts for 57 percent, GuangDong accounts for 6 percent, Vietnam accounts for 3.3 percent. The drainage area accounts for 3.75 percent of the country's total land area.Nowadays, all countries in the world, especially the developed ones, attach much importance to the comprehensive treatment and development of drainage basins and rivers. Up to now, although the scholars at home have made achievements in studying Xijiang River drainage area economy, that secondly to the ChangJiang River, especially after the building China-ASEAN Free Trade Area, they pay much more attention to the study of developing and utilization "water area" and water resource rather than systematically analyzing the various factors of drainage area economy, this sub-regional economy; their analyzing the Industrial zone of a drainage area is confined to "deltas", and never touches the study of rational industrial distribution and the complementary function of the upper, middle, and lower reaches; Though Xijiang River drainage area covers 4 provinces, which have 400,000 square kilometers and plenty of natural resource, the gap between the upper, middle, and lower is obvious. The development of the Xijiang River drainage area actually is the process of narrowing the Gaps. The development of drainage area eventually base on the choice and distribution of the industrials, which are the main contents of the article.This paper is a systematic analysis and study of basin economy, directed by the stand, viewpoint and method of Marxism, based on socialist economy theories, using for reference the analytic methods in the western economics, especially adopting the combination of canonical analysis and positive analysis, and the combination of qualitative analysis and quantitative analysis centered on canonical analysis; adopting the combination of static analysis and dynamic analysis around the center of qualitative analysis; adopting the combination of macro analysis and micro analysis focused on dynamic analysis; and mainly adopting the macro analysis, so on and so forth.The first chapter, the connotation and theory of drainage area, analyzes the basic connotation of Industrial, the features of drainage area industrial and the basic situation of Xijiang River drainage area. Then the second chapter, base on the descriptive of the gap between the upper, middle, and lower, systematically analyze the features of Xijiang River drainage area, contain that the industrial and feature of resource; The industrial structure, the industrial structure and competitiveness deviation, these theories support the following chapters. The third chapter, base on the analysis of the second industry, and the principles of "adjusting measures to local conditions, dividing the work reasonably, complementing the advantages, demonstrating the good points respectively, and developing together", discussing the rational distribution of drainage area. And in this paper, the author will put forward his own opinion on the building of the XiJiang drainage area Industry Corridor. The fourth chapter, base on the second chapter, put forward the author's opinion on the establishment of Agriculture Base, so as to promote the sustainable development of agriculture in a basin. The fifth chapter systematically presents the co-operation in tour industry development and the establishment of the golden tour lines. This paper gives a brief review for researching on leading-to model and the spatial schema in tour industry. The sixth chapter discuss the support of economy development—logistics industry. This paper gives a brief review for analyzing the space model of logistics, and put forward the opinion of building drainage area hierarchy system. The last chapter, the dissertation will further reveal the function and failure of market in the development of Xijiang River drainage area economy, and point out the necessity of co-operation in development, and the macro policy in cooperation.Compared with the similar research, this dissertation develops the following new aspects:1.To study the economic problems of a drainage area systematically and comprehensively from the angle of macro theory analysis. It overcomes the deficiencies of the forerunners at home, who have limited their study in developing and utilizing"water area"and the water resource, the research expanding to the whole drainage area, and breakthrough the research limit of Pearl River Delta, mainly analysis the choice and distribution of Industrial in drainage area precipitation.2.Combime with area comprehensive development theory and industry development theory, the paper research the industrial of Xijiang River drainage area systematically and comprehensively. The author use the theory of industrial and resource, the industrial structure, the industrial structure and competitiveness deviation, the Industrial efficiency in analysis. And then he put forward his own opinion on the building of the XiJiang drainage area Industry Corridor, Agriculture Base, the golden tour lines and drainage area hierarchy system.3. It suggests that the development of drainage Industrial not only follow the market mechanism, but also pay attention to the Mechanism and Countermeasure of drainage Industrial. The profit ability and public benefit of drainage development call for the government participation, and the government should act as leading role. Contradiction between human being and nature and the benefit relationship between the upper, middle, and lower is so complicated that the development of drainage need the government to coordinate. For the overall coordinated and Sustainable Development of the Xijiang River Area, the comprehensive administration organization—the Xijiang River area comprehensive Development Administrative Commission should be established, and it is must to apply benefit mechanism, or even administration and law means to reach coordination and high efficient management.
