A Study On The Policy Direction In Solving The Problem Of China's Urban Poors

Since the industrial revolution and in the urbanization process, the urban poor problem has always been an issue that faces all countries in the world. Among it, the uneven distribution of wealth is the main factor that leads to the existence and rapid development of the urban poor, and the problems that arise in the social development such as unemployment, social security, distribution system and social equity, haven't been resolved effectively. As time goes on and the gap between rich and poor widens, some of the urban poor are stepping from temporary poverty and moving toward to long-term poverty, making it possible that they will suffer from poverty for life and they will pass it to their later generations, leaving them and their later generations slimmer and slimmer hopes of changing their fates. With the ever deepening of our nation's urbanization process and the development in depth of economic system transformation, the urban poor problem began to arise, expanded in a growing scale, and now has triggered attention from the society and the government. The existence of the urban poor may very well lead to many social problems such as collective violence and prevalence of crime, posing an immense challenge for social stability. Many scholars have carried out extensive researches on the problem from points of view of sociology, economics, politics and so on, but at the moment the main emphasis of China's anti-poverty research is focused on the solution of economic poverty and the realistic needs of the urban poor haven't been genuinely found out. So, in the thesis, the author proposes that we should take the standpoint of the"party", and analyze and perceive the needs of the urban poor objectively and calmly. Furthermore, on the base of on-going results, the author suggests we should probe into the feasible approaches for solution from the aspects of rights poverty, social capital, social mobility, public services offered by the government and the third social distribution, and accordingly puts forward that we should remold government's policy direction with respect to the solution of the urban poor problem.In the first and second part of the thesis, the author analyzes the reason why the urban poor problem comes into focus, gives a necessary combing to the research findings and correlation theories with respect to the solution of the urban poor problem and summarizes the features of the urban poor problem.In the third part, the author gives a systematic combing to the current relevant policies and measures with respect to the solution of the urban poor problem, on the basis of which the author conducts a necessary analysis of the substantial deficiencies of the current policies and researches, including malposition of the research attitudes, absence of research direction and deficiencies in existence in the process of implementing social assistance policies.In the fourth and fifth parts, the author puts forward value orientations of policies with respect to the solution of the urban poor problem from points of view of eliminating the rights poverty of the urban poor, improving the quality of their social capital, unclogging the channels of social mobility, the absence of the public services offered by the government and the government's intervening the borders of market and advancing the third social distribution, and according to these analyses, the author suggests that we should remold the government's policy direction with respect to the solution of the urban poor problem.
