Abstract/Summary:
At present China is undergoing the fast developing process of urbanization, meanwhile,the gap between the rich and poor (hereafter called GRP) is in the trend of expanding. Thethesis attempts to probe into the question on GRP from the viewing angle of localgovernment.GRP has two aspects of impact which are positive and negative. The notion of fairnessand efficiency has profound impact on GRP. At the same time that the policy currently ineffect of "give priority to efficiency with due consideration to fairness" gained greatachievement, it also enlarged GRP. The policy of "lay equal emphasis on fairness andefficiency" should become the guide of controlling GRP in China. The reasons for GRP inChina cities are manifold, in which public policy and administrative behaviors, etc havesignificant impact, such as improper policy on lost-field farmer and farmer workeremployment has objectively enlarged GRP in city. Local government should transformgovernance pattern and enhance its controlling ability to GRP, supply public goods andservice meeting public demand, and create sound institutional and social environment toachieve equal income distribution. For instance, local government should perfectunemployment insurance system, strengthen vocational training, establish and perfectsocial guarantee for lost-field farmer, and make full use of civil charity organizations, etc.To explain local government's responsibility and impact on controlling GRP in city thethesis take Nanchang city of Jiangxi province as the research example.
