This research is based on the case of the Hot spring Valley Environmental Influence Assessment Project of Xianning in Hubei Province. The paper presents the construction idea for the Hot spring tourism industrial chain after Xianning's current situation of Hot spring tourism analysis, SWOT analysis of the valley, comparison analysis and questionnaire research, investigates the influences that Hot spring tourism put upon the natural environment, humane environment and ecological environment through analyzing the environmental effects, and discusses the construction of an appropriate industrial chain and the realization of Hot spring industry research and sustainable development through the environmental effects analysis, which are the urgent problems to be solved in the current upsurge of Hot spring tourism industry. The aims of this research are to solve these problems on the basis of the investigation into the environmental evaluation project mentioned above by analyzing the environmental effects in Hot spring tourism development and constructing a sustainable tourism industrial chain.1. Hot spring tourism has been into the mass tourism development stage, the exploitation of hot spring tourism will not limited to medical treatment but multi-function. On hot spring tourism equipment and project, it's developing from facilitation, simplification to high levels and diversification; on environment construction, it's from ignoring to seeking for high quality environment, from closed indoor bath environment to the open air hot spring; on travel function, it's from simple hot spring treatment to both treatment and entertainment, then to the evolution of multi-function. Therefore, the new trend of hot spring tourism exploitation will includes building high quality environment, providing diversified and top grade healthy tourist products and services, and distinguished hot spring culture.2. As a newly arisen traveling model, the hot spring tourism surely conforms to the tourism industry chain's operation model, but its resources' particularity, tourism activity's typical nature, the distinctive quality, may expand by the hot spring resources to certain extend and forms the pillar industry which leads the local tourism even the provincial economy development, but now the research. Of hot spring industrial chain's construction in domestic is deficient Therefore, we needs multi-disciplinary overlapping about the hot spring tourism industrial chain's research, the rationale mainly includes the sustainable development theory, the tourist economics theory, the industrial chain theory, the industrial economics theory, the physiography theory and many kinds of theories to support together.3. Although the hot spring tourism resources in Xianning are concentrate, but the scenic spot disperses, the scale is small, the scenic area construction grade is not good, and it has following problems: First, the thought of exploitation is conservative and obsolete; Second, it does not adapt the market environment transformation; Third, the tourism management system is not suitable, the system does not flexible, and the multi-thread management fetters the scenic area development; Fourth, the invest of fund is insufficiency. These deficiencies have restricted the Xianning hot spring tourism's further development. The Local government should take positive measure to reorganize it.4. we use analysis of SWOT, compare and questionnaire on Xianning hot spring valley ecotourism project and then put forward the construction of industrial chain and though of how to construct it, including keeping in good health series, zoology park series, healthful exercise series, shopping and food series, health residence series and theme park series.5. Based on Xianning hot Spring Valley ecotourism project, we put forward thinking of Xianning hot spring tourism industrial chain construction. First, integrated planning, dispose all sectors' proportion of hot spring tourism industrial chain reasonable; Second, take Hot Springs resources as the core, take regional tourism economic cooperation and development as foundation, to realize tourism industry integration; Third, build the leading enterprise and play a core role; Fourth, adjusting tourism industry structure and pay attention to hot spring tourism products innovation; Fifth, excavating hot spring culture, building city brand; Sixth, to establish reasonable benefits distribution model; Seventh, give full play to government's leading functions and use modern science to get technology innovation.6. From nature environment effect analysis of Xianning hot spring valley ecotourism project, and aim at Construction period, operation period and rehabilitation measures of impact of entironment, atmosphere environment and water environment. Pointed out that protecting hot spring environment and around is the necessary condition of sustainable development. It requires considering carefully and taking certain measures from selecting address, distribution in process of construction or the discharge of sewage operators, solid waste disposal and other environmental issues after the completion in the exploitation of hot spring tourism.To sum up, take Xianning hot spring valley ecotourism project as an example, put forward that the social environment impact of hot spring tourism primarily reflected in the traffic and other infrastructure, regional economic development, gathering space and competition, and other stakeholders. And finally we put forward that the core of hot spring tourism's sustainable development is environment.
