Cigarette industry is the soft goods manufacturing. China is the biggest country of cigarette production. Cigarette production is a typical flow shop production system. Lean manufacture combines the advantages of individual production and mass-production, which is both an advanced manufacturing technique and a management method. So, lean manufacture is the advanced fabrication technique which is suitable to cigarette industry. This is benefit to solve the problems such as production management which often exists in cigarette enterprises.Chenzhou is one of the excellent quality tobacco production bases in China. Chenzhou Cigarette Factory (CCF) of China Tobacco Hunan Industrial Corporation is a key enterprise of Hunan. Based on the current condition of CCF, especially on the production logistics system, this text analyses the problem and cause. Meanwhile, combining the characteristic of lean manufacture, we discuss the integration of production logistics and lean manufacture. Thus, it shows the motive of introducing the lean manufacture by CCF. Further, this paper demonstrates the improving planning of logistics management in production system of CCF. This planning contains planned management, inventory management, transportation route management, dispatching system, field management and so on. At last, this article expounds the implementation move, the safeguard mechanism and the implementation strategy, which including logos, quality, system and organization.As the advanced management thought, lean management takes an important part in promoting the competitive strength of CCF. The practice in CCF will be a good example for other enterprises.
