"The textile and clothing special safeguard measures " will be expired at January 1, 2009 Specifically for Chinese textile and garment trade. Also 21 kinds of the textile and garment quota between Sino-US will be cancelled but Chinese textile and garment trade have to be bound by "the transitional product-specific safeguard measures" before December 11, 2013.The specific safeguard trade friction of the textile and garment will become a focus of attention of the common between Sino-US after the removal of quota.Using the quantitative and qualitative analysis of study and the general theory of international economics, the thesis analyses the economic effects of re-imposing restrictions on the part of china's textile and garment by United States and demonstrates by actual case that good economic and social benefits will be made by the initiative monitoring of export quantity according to the export features of textile and garment in China.In order to avoid or decrease trade friction of special safeguard measures between Sino-US after 2008 the thesis analyses all kind of factors that may cause trade friction of special safeguard measures such as the factors of Special safeguards system, politics, economic and trade, China's own etc and brings forward meaningful suggestions of how to cope with textile special safeguard measures on the standpoint of Chinese government, guild and enterprises, such as the government and industry organizations should Strengthen the guidance and coordination functions of textile and garment industry, monitor export volume surged proactively, improve the trade friction early warning mechanisms, strengthen bilateral consultations, face with the special safeguard measures trade friction objective; the textile and garment enterprises should increase investment in research and development of products, optimize the structure of export commodities, promote market diversification, use of collective force "going out", optimize the allocation of global resources, consciously safeguard the normal export order.
