Research On PPP Application To Urban Rail Traffic In China

As quick development of Urbanization in China, there is huge demand of the Urban Rail Traffic. However, great lack of capital badly restricts its development. How to settle this conflict is great significant to development of the Urban Rail Traffic in China.Public Private Partnership (PPP) is a proven sound way for this. It can not only relieve lack of government finance, but also get much greater efficiency. However, in the course of application of PPP to the Urban Rail Traffic, there are still lots of big problems which prohibit its sound application, such as how to realize profit,how to exactly predict future passenger-low and income,how to reasonably assume risks and share profit etc.. The paper analyzes necessity of development of the Urban Rail Traffic in China and applicability of PPP model. Then it expatiate existing obstacles in application. On the basis above the paper constructs basic frame of application of PPP model to the Urban Rail Traffic and operation procedure. Finally, the paper points out several obstacles for PPP application to the Urban Rail Traffic and brings forward relevant countermeasures and suggestion.
