Research On The Micro-credit Effect And Assist To The Re-employment Of Urban Vulnerable Groups

Along with the reform of economic system and the adjustment of social restructure, a number of new urban vulnerable groups have emerged in the cities of China, most of which are laid-off workers. There are a lot of many serious social problem caused by the plenty of existent of unemployment. Therefore, it has become so urgent that how to take effective measures to solve the unemployment of urban vulnerable groups, and how to bring about the re-employment of them. Micro-credit provide financial support to the urban vulnerable groups through redistribution and transfer payments to the city, to enable them to obtain self-employment or entrepreneurial opportunities. A micro-credit is one important method to promote the urban vulnerable groups' re-employment, achieving a combination of self-seeking and social assist.This paper, on the basis of the general principles of micro-credit and the experience at home and abroad of supporting the re-employment through carrying out the micro-credit, takes the laid-off workers among the urban vulnerable levels as the target group, and analyzes the effectiveness and usage of micro-credit for their's re-employment. Finally, this paper discusses the significance of implementing urban micro-credit to promote the re-employment process. This paper discussed all from six aspects.First, the article discusses the background, purpose and significance of the topic under research, and summarizes the relevant literature, including the domestic and foreign scholars' research about the urban vulnerable groups' position, the concept and the effectiveness and results of support by micro-credit. Secondly, the article introduces the general principles of micro-credit and the relevant successful experience from some foreign countries about theirs uses micro-credit to support the re-employment. Then, the article makes some analysis about the feasibility of supporting the re-employment by micro-credit. And it puts forward that it is not only necessary but also feasible to bring in micro-credit to the urban vulnerable areas. As a follow, the article talks about the current situation of putting out urban micro-credit to assist the re-employment and its usage. At the same time, it points out a number of problems during the process of operating about urban micro-credit in China.In the end, the paper proposes the corresponding solution measures to promote the development of micro-credit in China cities. It suggests we can build a guarantee network of micro-credit for re-employment to achieve the organic integration on the basis of the government, the market, individuals, social services and micro-credit facilities through the perfection and improvement of the external environment and internal operating mechanism of micro-credit, ultimately guaranteeing the implementation out-effects of micro-credit for urban vulnerable groups' re-employment.
