| In recent years, the fast development of the world situation offers more opportunities as well as more challenges to the high-tech industry development zones. At present, we are in an age of knowledge economy dominated by information technology. Under this environment, China is promoting the high-tech industry zones to strengthen the so-called "second enterprising" which based on independent innovation. The high-tech industry zones are expected to play more significant roles as a base of high-tech industrialization to enhance the technology and innovation. Facing this new change, the high-tech zones are forced to construct innovation system to ensure a promising future. Second, as the globalization paced up, the high-tech enterprises are facing both opportunities and challenges when the high-tech industry of china dissolved into the international system. The market of high-tech products is prosperous and multi-products and multi-services are required. At the same time, the national high-tech zones should play an exemplary role when economy develops in higher quality. Compared with the successful technological zones in the world, the high-tech zones in china fall far behind in terms of innovation and competition. Therefore, it is high time for the high-tech zones in china to establish connection with the international world to make an innovative system.At the beginning of this paper, the related theories about innovation and tech innovation are discussed, and the basic theory about the construction of innovative system in high-tech zones is explained. Then, the relationship between regional innovation and innovation in high-tech zones is analyzed. Also, the concepts about national innovation system, regional innovation system and regional tech innovation system are defined with emphasis on the innovation system in high-tech zones. Factors for a systematic and coherent high-tech innovation system and its purpose and task are analyzed. Finally, the high-tech zone in XI'AN is taken as an example to analyze its advantages and disadvantages from the point of tech innovation, and positive measures are suggested for its further development. |
