Since the reform and opening-up, Chinese manufacturing industry has been developing rapidly both in the amount and technology. However, Chinese manufacturing depends primarily on introduction of technology not on self-innovation. Even some enterprises have no their own research institutions and they ignore the innovation. It is a very serious problem that how to improve our capability of independent innovation and manufacturing technology and furthermore, to enhance our international competition. Most Chinese manufacturing industries are processing industries with the styles of labor intensive and resource intensive. Because of the lower requirements for technology and added value, this kind of industry is in a lower position in international value chain and has a weak competitiveness. Such a status is resulted from the low levels in technology, as well as lack of core technologies and brand-products. But with the increase of the adoption of techniques, adoption of advanced sciences and technologies, high-quality talents, capabilities of production and international competitiveness, Chinese manufacturing has a fundament of innovating technology. Recent years, the international competition is much fiercer; the self-innovation has been a state policy; the manufacturing information is promoting rapidly. On the basis of these, our innovative level and condition in technology has been improved, but still, our level is far away from international. This paper, on the basis of analyzing present china's manufacturing status and restraining factors, offers some measures to increase our manufacturing competitiveness depending on technological innovation, so as to provide a guide in theory and a reference in strategies for our manufacturing transition from comparative advantage to competitive advantage, from"made in china"to"innovate in china".
