The social security system is a social and economic system. Because of the longstanding understanding on the issue, China's social security system has been in the passive state. Not only the system designs decentralization and regulates denonmalization, but also the system lacks structure analysis of the social structure in China reforms and the long-term considerations of social security system as a whole. Although China's social security system in rural areas is an important component of the social security systems, because of the dual economic structure, China's reform of the social security system is not clearly. China's social security system in rural areas is lagging. All regions are in self-exploration. But it does not form a unified national system. Rural social security system in rural areas faces many difficulties and problems. Long-term lacks of rural social security's seriously impact on the immediate interests of more than 900 million farmers, hinder the deepening of the reform of the rural economy and affect the stability of the country. Therefore, the social security system in China's rural areas has become an restructuring, the rural social unavoidable issue. Along with the deepening of security system at the edge of the social security system has been increasing importance and urgency. President Hu Jintao propose the concept of human-oriented and the view of scientific development that consist the idea of economic and social developed harmony. In order to achieve these goals, it is necessary to develop rural social security system.First, this paper analyses the Marxism social security theory, the western social security theory and our country's social security theory. The Marxism social security theory tells us that survival needs is people's most essential needs and is the most important needs that should be guaranteed by the government. The western social security theory consists Neo-historical school of Germany, Welfare economics school, Beveridge welfare programs, the Keynesian effective demand theory and the new Cambridge School. Our country's social security theory include: comrade Deng Xiaoping's theory of building socialism with Chinese characteristics on social security theory and a series of dissertation made by comrade Jiang Zemin about the reform of the social security system.Second, I analyze the real situation about the rural social security institutions. Along with the country's economic development, China's rural social security system also have certain development, but there still exist some problems, such as: the low level of development, lack of a stable source of funds, the absence of legal protection, the management are not standardized. Under this background, I analyzed the factors that constraint the development of rural social security institutions. These factors include the dual economic structure, the poor awareness of social security of farmers and the absence of government's responsibility.Third, I introduce analysis of the evolution of western social security systems. There are several enlightenments to China, such as, the level of social security should be adapt to the level of productivity, legal system is the foundation of social security, it should deal with equity and efficiency logical and the theory is important.At the end of this paper I give some countermeasures. I believe that if we want to consummate the rural social security system we should implement the following measures. First, the government should adjust the finance budget structure and increase the shift payment to farmers. Second, speed up the pace of rural economic development and increasing the rural citizens'income. Third, the government should be the main body of the institution supplier of rural social security system and increase the money supply through improve the social security systems.
