| Along with economic globalization, technical economic integration and knowledge economy starting, various countries, have unceasingly promoted the construction of The Innovational System of The country and increased the science and technology input, for maintaining the superior status in the keen competition, In the innovation system of the country, the knowledge flowing becomes the very important influencing factor, if the knowledge can flow smoothly in the each component elements in the system, so that the innovation system of the country can operate effectively, innovation ability will also accelerate to enhance. Jilin Province's innovation capacity and the construction of the innovation system is start-up under the general background in the economic and scientific globalization and China's WTO accession. The fundamental way of significantly enhance the innovation capacity of Jilin Province and competitiveness is understanding the core essential factors of the innovation system and grasps the knowledge flowing between the core essential factors that make innovation necessary resources to effectively integrate and utilize ,make knowledge and information to be rational allocation and use, make various services to timely and comprehensive supply. Therefore, it is very important both in theory and practice that, we should study on the innovation capacity of Jilin Province and competitiveness from the knowledge flowing angle, find out the existing problems and bring forward some suggestions of accelerating the flowing of the knowledge so as to promote the utilzation ratio of the knowledge comprehensively, to tap the advantages and potential of science and technology, and hence to promote Jilin's regional innovation capacity and the construction of the innovation system.This thesis is based on the relevant theories in the the knowledge flowing and innovation system of the country, and has enumerated the present situation of the knowledge flowing in the domestic and overseas innovation system. It is an in-depth research on the knowledge flowing situation of Jilin Province, through the analysis of the corresponding target and the data, found the reason affecting the efficiency of Jilin's knowledge flowing, put forward some policy-type proposal.The thesis is divided into 6 chapters and the content of every chapter is in the following:Chapter 1 is the introduction. This chapter elaborates the research background, the research purpose, as well as literature review of both the domestic and overseas studies. It points out the shortage of the existing theretical studies in the innovation system of the country, and sets up the research paper ideas, the research content and the main innovation spot.Chapter 2 is the relevant theories of the knowledge flowing.Based on the concepts of the knowledge,the knowledge flowing, and the knowledge nature, the author studies the concept of the innovation system of the country, the core essential factors and major knowledge flowings in the innovation system, points out the type of the knowledge flowing and the major targets, analyses the knowledge economic characteristic as well as the plane and the flexible factor in knowledge flowing between each organization in the system.Chapter 3 is the present situation of the knowledge flowing between the innovation main body in the domestic and overseas. The first take American and Japanese two developed countries as the example, introduce the knowledge flowing in the overseas innovation system, using there indexes such as the R&D cooperation, collaboration thesis, the technology transfer analyses the knowledge flows in the innovation system of the two big country, then from the aspects of the R&D cooperation, the union application patent, the collaboration thesis, the technology transfer and personnel mobility introduce specifically the knowledge flowing in the innovation system of our country, finally through studying on the data, analyses the difference between our country and the US, Japan in strategic concept aspect of the promotion knowledge flowing.Chapter 4 is the analysis of Jilin's knowledge flowing condition. The first section is the R&D cooperation, introduce from two aspects: the cooperation of the university and the enterprise and the cooperation between the scientific research institution and the enterprise. Regarding the university and enterprise's cooperation, take the university R&D funds source , disbursement source of the topic and the topic funds as the major targets, count the data of near three years, indicates that our province university's R&D funds still keep government finances as the base, business fund as auxiliary, the rising tendency of the cooperation topic with enterprise year by year; Regarding the cooperation between the scientific research institution and enterprise, take the natural sciences and research and development institution in the area of technology and the transformation organization as the object of study, analyses the changes on structure of R&D funds source and science and technology funds in recent years, The sources of research institution's R&D funds disbursement change remarkably in recent years, in 2004 business fund's proportion was 50.97%, government finances' proportion was 40.30%, to 2006 the former drop to 37.31%, the latter growth to 57.11%, when the government expanded the investment unceasingly , business investment actually is in reduction, topics of the scientific research institution above 70% comes from the government, only then less than 10% comes from business request. The second section is collaboration thesis, university and scientific research institution's publication paper in science and technology assumes the obvious growth tendency recently, but actually with enterprise's cooperation reduces gradually, moreover the drop proportion is very quick,.according to the data, the thesis leads by universities companies by enterprise is six times the number which the collaborated thesis leads by enterprise companies by university , this indicate that in this aspect, the knowledge flowing is not unobstructed. The third section is the technology transfer, the higher institutions and the scientific research institution are the main bodies of technical output, their income in technical transfer and the patent mainly come from the enterprise, the thesis lecture knowledge flowing through number of the contract signed by universities and the patent near three year as well as technology income of scientific research institution. The fourth section is the mobility of personnel, mainly introduce the overall situation of the personnel mobility in scientific research institution, analyses personnel's school record and the origin structure of the persons call in and assign out, obtain that the Jilin's scientific research institution's additional personnel keep the graduating university graduates as the base, achieve above 74%, the personnel reduced flow to the enterprise and the Government. The fifth section is the existing question of Jilin Province's knowledge flowing.Chapter 5 is the countermeasure suggestions to promote knowledge flow in Jilin Province. According to the problems, the author suggests that Formulates the related policy, improve the environment; Pays great attention at the infrastructural facilities, for knowledge flowing creat advantage condition; Strengthen enterprise consciousness, set up the subject idea; Sets up the unit exploitation fund of enterprise and academy; Prevents the excessive commercialization of university and research institution. |
