With the coming of the knowledge economic times and the intensifying of the world market competition, more and more enterprises in the domestic and overseas realized that the human resource is the first vital headspring of the enterprises' core competitive ability, and it is the key for enterprises to obtain the competitive advantages. The knowledgeable employees are the most valuable human resource capital of the high technology companies. The competition for the knowledgeable elites went into incandescing between the high technology companies. The core competitive ability, the knowledgeable human resource capital, was the essential and necessary ability for the high technological companies to participate in the competition and aspire after the development. How to improve the functions of human resource management system in the enterprises? Effective performance management is the key point. Performance management applies performance result into enterprise's daily management activities through the establishment of enterprise strategies, goal analysis and performance estimate. It can spirit the knowledgeable employees up and make them enhance their performance continuously in order to achieve the enterprise's final goal at last. Moreover, it can establish the sound management foundation for the enterprises and help them achieve huge progresses firmly, constantly and rapidly.In this paper, TE company was used as an example to be discussed. Then based on its current performance management system, a new direction was proposed according to the performance management theory and mainly concerning the characteristics of both knowledge enterprise and the knowledge employees, in order to achieve the present strategic goals of this company. Meanwhile, we try to use this system as a reference to assist human resources department to make decision and eventually make great improvement of performance on the whole. Additionally it also offers a new idea on the management of middle-small knowledge enterprises.
