Research On The Defect Of Urbanization Development Mechanism In China

From the perspective of economic development, urbanization is no more than the concentration process of population to cities caused by non-farm transformation of economic structure. Therefore, the inner mechanism of sustainable and harmonious development of urbanization lies in the effective transfers of industrial structure and employment structure and concentration of economic layout. In the initial stage of urbanization, the improvement in agriculture productivity provides initial safeguard and impetus for urbanization; in the middle stage of urbanization, non-farm transformations of industrial structure and employment structure caused by industrialization fundamentally attract rural surplus labor to shift to cities; in the later stage of urbanization, the development of tertiary industry provides sustaining follow-up impetus for urbanization and continuously improve the quality of urbanization.From the point of view of economic development and structural change to understand urbanization in China, we find that the reason for the long-run stagnation of urbanization in China and many problems existed in its fast development still is the inconsistence of development mechanism of urbanization. Tracing back to the historical process of urbanization, we find that before reform the long-run stagnation of urbanization in China lies in that the development mechanism of urbanization was hindered. Owing to specific historical background, the adopted strategy of giving priority to the development of heavy industry and corresponding plan economy system and urban and rural separation system arrangement hindered the transfer of rural labor force to cities, and after reform the adopted decentralized rural industrialization pattern, separated urban and rural governance and inhibitory urbanization guideline and policy hinder the fast development of urbanization. Therefore, in terms of absolute level or relative to its economic development and extent of industrialization, urbanization in China is stagnant.Although in recent years the percentage of urbanization has increased greatly in China, the inner mechanism of sustainable and harmonious development of urbanization is still far from perfect, especially the obvious tendency of heavy industry priority, insufficient development of small and medium enterprises, the lack of industry and market support in medium and small cities and small towns, the stagnation of system construction of citizenship of rural workers, all these factors still fundamentally restrict the effective transfer of rural labor force.To promote the sustainable and harmonious development of urbanization in China, we must adhere to the progressive idea and avoid blind "Great Leap Forward". We must adhere to the following: to promote urbanization progress with economic development, to accelerate urbanization with internal industrialization, to vigorously develop modern services, and pay attention to the development of industrial group. Meanwhile, we should accelerate system construction and system innovation of land, social security, household registration and investment and finance of urban construction, and thus provide system safeguard for the sustainable and harmonious development of urbanization.
