Based on the historical background, this paper carries on the investigation, the analysis and the research to rural finance conditions, and the main purpose of this article is to discover the way for rural financial reforms. This article has mainly used the method of standard research and comparison research, and it has defined some concepts about rural finance definitely, such as Rural Finance, Rural Financial Reforms, etc. By using the method of comparison research, this paper summarizes some rural finance theory at home and abroad, draws the experience of rural financial reforms from the overseas and finds the problems by comparing our national condition and the present situation of rural finance reforms, we know that rural finance cooperative organization is quilt(?) suitable for developing nations. But due to some historical reasons in our country, cooperative finance is imperfect by now. At present stage, if our country wants to achieve the great success of the rural finance reforms, we must reestablish the rural finance systems with the rural finance cooperation as subject, and carry on thecompletely reforms of the rural cooperative finance.
