With the stabilizing of politics and uplifting of economy, the business of real estate in China takes on an unprecedented developing mode and has become the important backbone industry of our country. Over the past few years, the government has carried out macro-control on real estate market, but there is a big difference between the target and the actual effect of regulation. In the meantime, transaction security of real estate and difficulty in handling certificates, strongly appealed by the people, has always been an important aspect affecting the government image. Under this circumstance, it is urgent to fully make use of information means, build up a market information system with all-round function and quick reaction, improve the efficiency of government to handle official business and solve the hot issues concerned about the people, realize the regulation, supervision and precaution.At first, beginning from the research of real estate market information system of the cities , home and abroad , and the application situation, the thesis makes an analysis of the development trend of the city's real estate market information system. Then it discourses on the correlated theories and methods of the information system construction, such as the theories of SDLC, item management and flow reconstitution. Finally , taking taian's construction of real estate market information system, it details the programming and implementation of the city's real estate market information system. Included, it makes a general programming, demanding analysis and macro-designing by exercising the theories of SDLC of information system, item management and flow reconstitution. Firstly, it specifies general construction goal, strategy and content of the system. Secondly, it unceasingly optimizes the existed core operation flow. Thirdly, it specifies system structure, collocation condition and operation model. Fourthly, it addresses the sticking point of system implementing process, such as file digitalization work, switch and link-up of old and new system. Fifthly, linking the change of flow, it puts forward the problem of how to reconstruct organization and culture. The final motive is to provide direction and consultation for up-build information system which bears the function of corporation management, consumer management, building management, preselling permission, recording of building preselling contract, building net subscription and sign-up. The innovation of thesis is multidimensional analysis, business process optimization and the continuing flow reconstitution.
