Governmental project plays an important role in a nation's economic development and her national strategy, it is conventionally a world-wide concerned issue about how to manage the governmental project well. At present, the process of urbanization of our country keeps accelerating, especially in the aspect of the investment of governmental project, for an instance, the basic facilities of city construction, this, on the one hand, provides the construction industry with wide space for the development, on the other, simultaneously, poses severe challenge to the art of the government's financing and program management, which, rather, is a mean issue that the government should settle urgently.Most of the city construction programs are public welfare undertakings, which demand huge investment, short schedule, and public utilization, consequently, the benefit of investment could only be manifested while the program being in service. Whereas, with regard to its own uniqueness, the BT model is suitable to be applied into city construction programs, it's able not only to relieve the pressure of the government's limited capital investment, but also to meet the public mass demands accumulating day by day during the process of urbanization.Based upon document's research and practice activities, this essay, firstly, elaborates the concept and characteristics of BT model, compares with other models as well. Secondly, this essay expounds in detail the BT model's specific application and the risks that the government should face during operation. Lastly, by means of the specific case study on the project of Nanjing City's Eastbound Inner Ring Express Way, by follow-up investigation, analysis, estimation and advice proposing, this essay summarizes and poses an effective frame of general BT model, by researching into some key problems of the process of operation of the BT program, analyzing questions of all kinds in use. It leads concrete guidance and proposes practicable advice in the use of the BT program for the government and the proprietor part, similarly provides experience for decision, construction and management relating to the application of BT model for the 2nd term project of this grogram and some other non-operating basic facilities' programs, as well as provides scientific grounds for departments and different organizations of the government to make decision and put into effect.
