Medicine is special goods which relates to the human's security and health. Therefore, as known to all, medicine is one of the most merchandize that is controlled extremely strictly.Some problems frequently emerging in medicine markets are listed in this paper. These problems can be classified as three parts: first, the low level of integrated medicine industry; secondly, the irregularity of enterprises; thirdly, some topic does not regulated clearly in code but which have significant effect on the health and safety of citizen.Some reasons incurring above mentioned problems were analyzed in this paper, they are: 1) medicine related enterprises pursue the high profitability and omit the social responsibility; 2)the number of low level medicine enterprises is big, these enterprises overlap the development of medicine industry;3) lack of credit system; 4)incomplete management system of controlling and inspection organization; 5) lack of comprehensive regulation; 6) difficult execution of regulation.Learning from advanced experience and method through references, five measures were clarified in this paper: 1) to make some low leveled enterprises out of market by competition 2) to improve the complete regulation system;3) to establish the credit system of medicine market; 4) establish the high efficient management system of medicine industry; 5) to solve the difficulty happening in executing the regulations.
